The Regional Head for APAC will have responsibility for supporting the roll out of the operating model, oversight of the day to day operations including recruitment, on / off boarding, client management, supplier management and reporting / analytics. The Regional Head will be responsible for overseeing cycle times to ensure SLAs are achieved consistently across the organization and that demand is met based on the right supply base.

Deployment of Global Staffing Office function as centralized source for nonemployee recruitment, onboarding and oversight of population. Ongoing management of day to day operations to achieve cycle time and preferred supplier compliance goals, as well as oversight for approvals in accordance with Citi’s Expanse Management Policy.

  • Fulfillment of new contractor roles that are domestic staff augmentation in nature via utilization of preferred supplier community

  • Client management to socialize the new engagement model, including approach and SLAs. Approach will include roadshows to key stakeholders in the region to provide education on the operating model, expectations, and address feedback

  • Development of strong partnerships with internal client base including Chiefs of Staff (COS) to ensure alignment with Program objectives

  • Renewals of existing contractor resources including end date and spend depletion management

  • Ensuring all requests for contractors are in alignment with Resource and Location Strategy

  • Responsible for accuracy and data integrity of contractor requests for approval

  • Responsible for ensuring Recruiting Support resources achieve 24-48 hour cycle time for completion of onboarding (Due Diligence, IDs, Visa clearance, and Work Order finalization) for all resources (onshore and offshore)

  • Supplier management to ensure adherence to operating principles and quality levels from supply base including responsiveness and ability to deliver effectively


Regional Head will have responsibility for managing team of approximately 20-25. Team distribution includes Onboarders, Recruiters, Invoicing Specialists and Reporting Analysts. The team is distributed between Singapore and India currently

  • 10+ years of Recruiting / Sourcing experience on buy side within a financial services organization

  • 10+ years supplier side experience

  • Strong organizational and detail oriented skills

  • Staffing Subject Matter Expert

  • Exemplary presentation and influencing skills

  • Experience presenting to Senior level management

  • Ability and experience working in a fast paced, high pressure environment

  • Ability to multi-task on a consistent basis

  • Supplier management experience with staff augmentation providers including day to day tactical management and strategic performance management

  • Strong problem solving capabilities

  • Experience with automated end-to-end sourcing tools including implementation and organizational change management

  • Excellent written and oral communication skills including solid presentation skills
