Key Responsibilities:

  • Reporting to the CRS Country Head, the Asset Management Head will be responsible for the management of day to day building operations across the Singapore portfolio and for the timely and cost effective delivery of construction projects

  • Developing, implementing and managing a Country Asset Management strategy for the portfolio to support the business plan

  • Providing ad hoc reports to CRS local and regional management Project Management

  • Plans and establishes the overall objectives, client design brief, financials, and scope of works and master timelines for construction projects with various internal business units

  • Manages outside resources (architects, designers, construction crews, etc) to achieve successful completion of the project Oversees the activities of project team staff consisting of external professionals including Engineers, Architects and Construction crew, as well as internal project support groups to achieve successful completion of the project

  • Work with the project team in the development of design criteria with architects and to review and analysis of lease conditions / requirements

  • Manages construction projects in the country to ensure timescales, specifications, quality and costs are achieved within approved parameters Walk projects on a frequent basis to review progress and quality of work, and conformity of specifications

  • Ensuring all changes in service delivery and volume are covered by change control and verify veracity of change request before submission to governance committee It may be necessary to support changes through the governance process

  • Assist with real estate site selection for new premises and provide advice to the CRS Country Head on property strategy as required Inspects and evaluates prospective sites/buildings as part of due diligence exercises

  • Report to country management on a regular basis and submit written and verbal reports on all aspects of projects Financial Management

  • Establishes and manages the financial expenditure budgets of the project and monitors costs to ensure compliance with planned expenditure Manage, controls, analyzes, forecasts and reports expense for each project Prepares budgets and timelines to facilitate the approval of Capital Expenditure Proposals

  • Prepares Requests for Proposals (RFPs) on major projects, vets bids and makes recommendations in line with Corporate procedures

  • Working with our colleagues in ECS establishes appropriate procurement routes for design and construction work

  • Utilizes REALM project management software for the overall financial management of the projects

  • Assist with preparation of annual budget for properties as it relates to projects

  • Overall P&L responsibility for Property Assets under management Manage, controls, analyzes, forecasts and reports expense for each assigned facility

  • Preparing annual budgets for all Asset Management capital works and expenses; monitoring expenditure against plan and preparing variance analysis reports

  • Inventory management of Citigroup’s non-technology assets including reporting to local financial control teams and external auditors Risk Management and Compliance

  • Ensure all works undertaken comply with Citi standards and local authority rules and regulations Ensures compliance with legal, regulatory, safety and environmental issues

  • Ensure documentation and reporting follows the policies and procedures stipulated on the Citi CRS desk top manual Vendor Management

  • Developing and managing a full facilities management program utilizing and coordinating contracted services and vendors engaged in fabric, plant and equipment maintenance Business Relationships

  • Key Customer Liaison with businesses and tenants to facilitate all occupancy needs and requirements

  • Liaising with Building owners, Managing Agents and tenants (if any) on all aspects of Asset Management Activities but especially to lease obligations and building resilience Upon request liaising with Building owners, Managing Agents and tenants (if any) on all aspects of Asset Management Activities but especially to lease obligations and building resilience (Singapore only)

  • Liaising with and supporting, where applicable, other CRS functions to ensure effective project delivery and customer

  • Disseminating and ensuring implementation of best practice and service innovation initiatives coming from regional partners and service innovation meetings

  • Ensuring the utilization of technology and other databases are being utilized correctly by the vendor and the information they contain is accurate This will be achieved by on-site review and sample testing

  • Utilizing benchmarking data to compare normalized cost and productivity metrics with the objective of moving to consistent cost and productivity outputs in Singapore with the objective of cost and service optimization

  • Joint P&L responsibility for Property Assets under management Manage controls, analysis, forecasts and reports expense for each assigned facility Manage closely utility consumption and develop and administers a comprehensive expense reduction program

  • Ensure timely reporting and updates to Citigroup Insurance Risk Management (CIRM) on all matters relating to building insurance (Singapore only)



  • More than 10 years professional experience in Real estate/similar corporate Real Estate environment.

  • Experience in the implementation of workplace (activity based work) and change management strategy

  • Strong Analytical skills, experience in financial management and budget control

  • Strong relationship management skills and good experience in an International Corporate environment.

  • Understanding of Vendor management to ensure to best service levels and performance from our supply chain

  • Good working knowledge of practical Health and Safety within the built environment

  • Practical Experience of Procurement activity
