Summary

  • Assist RCC Manager to manage day-to-day functions performed by the Regional Command Center (RCC) team in support of ASPAC regional Security function

  • Assist RCC Manager to perform the critical role of Incident Reach back Command Support that facilitates necessary resources to ensure that CSIS staff can mitigate immediate risk

  • Maintain knowledge and understanding of regional risk environments along with the ability to apply appropriate crisis response protocols to mitigate those risks

  • Assist RCC Manager to oversee, maintain and coordinate operational processes performed by RCC specialist

  • Ensure that Regional Command Center specialists are properly trained in all aspects of command center process functions and requirements to ensure compliance with Global and Regional specific operating plan

  • Work in conjunction with the local Security Command Centers / Country Managers to ensure consistency of protocols and dissemination of critical decision making information

Roles and Responsibilities:

  • Ensure that the regional policies and procedures for operational readiness are up to date and exercised by the regional command center

  • Design, plan and coordinate CSIS core operational readiness exercises

  • Support the travel securities program with travel notification, travel advisories, active tracking and communication with travelers to higher risk locations and travelers accounting when required

  • Preparation of necessary response plans and training exercises to establish baseline organizational response to events

  • Preparation of Executive Protection Details Operational Orders (EPDOO) for VVIP (Citi seniors) and monitoring of their travels in the region

  • Assist RCC Manager to maintain the position of crisis communication control between field response personnel, senior regional CSIS managers and business leaders

  • Assist RCC Manager to maintain management overview of issues occurring throughout the region through media reporting, internal liaison and external peer collaboration

  • Monitor, verify and validate security and safety events/alerts with potential impact to Citi and prepare/review daily sitrep and ad-hoc incident reports before submission to RCC Manager and GIA Analysts

  • Review Post-Crisis actions and how well the Crisis Management Plan worked, lessons learned and update the response plan as needed

  • Support execution of semi-annual CSIS Call Tree exercise and annual DOA test

  • Supervise the maintenance program and arrange for periodic servicing and testing of Regional Command Center equipment

  • Provide administrative, training and operations support to RCC Specialists

Qualifications

Requirements:

  • Minimum GCE ‘A’ Level or recognized Diploma with experience and/or professional certification in crisis management operations

  • Ability to provide in-depth training to operational personnel

  • Must be flexible and be able to work traditional and non-traditional work hours

Experience

  • Minimum 3 years in public or private sector security industry functions with demonstrated competency in incident command and crisis management

  • Minimum 1 years of direct experience in prior administrative and public or private sector organizational command center management

  • Project management of developing workflows and operational realization steps

  • Demonstrated experience and prior exposure in crisis response management and operational participation in incidents and events

Knowledge and Skills

  • Crisis management tools and technology in the areas of communications, event monitoring and incident response

  • Knowledge of industry and public sector incident response protocols consistent with regional agencies

  • Necessary technical expertise appropriate to the knowledge of security response and crisis management function

  • Effective strategic planning and execution abilities

  • Ability to develop and influence cohesive teams that can adapt to changing situations and can function effectively in extremely stressful and chaotic conditions

  • Ability to operate at effective levels under high stress and non-traditional work environment scenarios

  • Exceptional interpersonal and communications skills through written and oral communication required to effectively interface with CSIS managers, Citi business managers and external contacts

  • Function with critical deadlines and managing multiple objectives tasks and with limited supervision in a multitude of situations

  • Display the ability to think “outside” of the box, being creative and providing quick direction in situations of high stress and immediate response
