APL IT Procurement & Finance Specialist in Singapore, Singapore

  • Procurement support for Group IT, including sourcing, contract negotiation and oversight of purchasing transactions.

  • Generate financial reports, perform analysis and make recommendations for Group IT management team to support financial controlling activities.



  • Execute sourcing process, i.e. understand purchase requirements, conduct market research, request for quotation/proposal.

  • Negotiate pricing and contractual terms and conditions.

  • Review purchase requisitions and ensure compliance with procurement policy and procedures.

  • Advise Group IT project managers on procurement policies and best practices.

  • Any other duties assigned by manager.


  • Consolidate the budget requirements from various stakeholders in Group IT during annual budget exercise.

  • Monitor expenditure and prepare periodic reports analyzing budget variances.

  • Prepare periodic forecast reports.

  • Establish procedures and coordinate intercompany billing.

  • Act as the contact point between Group IT and Finance in interpreting and communicating financial policies.

  • Monthly financial reporting, analysis and forecase on Group IT budget, IT portfolio budget and expenditure.



Degree in Accounting or Computer Science or equivalent


  • At least 3 years in procurement, including contract negotiation

  • At least 3 years in budget and expenditure control and cost analysis

  • Candidates with experience in an IT environment will have an advantage.


  • Detailed and analytical

  • Highly proficient in Microsoft excel and PowerPoint

  • Strong cross cultural awares and communicate skills to collaborate effectively with colleagues across Asia, Europe and Americas

  • Able to work independently as well as be a good team player

  • Handles multiple tasks and tight timelines well.
