The Head of Government Relations for APAC is responsible for providing strategic GR counsel and policy development focused on issues supporting eBay’s business priorities, cross border trade, and regional GR staff management for eBay’s expanding business in Asia Pacific. This Hong Kong based position reports directly to the Global Vice President Government Relations in San Jose and will work very closely with the Senior Vice President for APAC, Head Legal Affairs for APAC in Hong Kong and country leaders in APAC region.

This role will be part of the APAC leadership team and the successful candidate will have the seniority and experience to add to eBay’s businesses beyond pure domain expertise. The ability to adapt to the diverse markets in APAC and to work closely with eBay’s business leaders and heads of function will be critical to success in this role. Strong management skills will also be required to oversee an existing GR team in APAC.

The Head of GR for APAC will lead the development and implementation of a regionally applicable business development and cross border trade playbook, work with national and local governments, industry associations, academia, think-tanks and merchants to shape the policy environment, protect eBay’s reputation and help grow its regional business.

The Government Relations role requires a leader with Asia experience, a pragmatic, flexible and a culturally sensitive approach, and is of critical importance to the future success of eBay and its growth in APAC.


·Develop, influence and implement a government relations strategy to support APAC business and cross border trade growth plan, assess the competitive environment, customers, regional and global perspectives in order to protect and build corporate reputation for long term regulatory and advocacy objectives.

·Collaborate and work closely with eBay Inc. regional Business Units Leaders, Legal, Compliance and Communications teams and make sure eBay in Asia Pacific is compliant with relevant laws and regulations.

·Manage a team of Government Relations professionals across APAC region representing eBay’s government, political and regulatory issues in various countries.

·Lead, coach and mentor team to further develop their strengths and positively impact eBay’s regional growth.

·Communicate key APAC government relations issues to eBay’s global government relations and legal teams, senior management and country management.

·Monitor, interpret and influence the policy environment; political, regulatory, economic developments which may impact eBay’s businesses, ensuring relevant communication is disseminated to all internal and external parties appropriately.

·Lead development and execution of executive outreach and key stakeholder engagement to relevant policymakers, ensuring external relations are on-going and aligned.

·Identify and ensure awareness of key external regional constituencies, including Governmental and Non-Governmental Organizations and opinion leaders who may have a positive or negative impact on the business.

·Proactively present concise and business-relevant GR intelligence on pertinent regulatory changes and government issues.

·Manage external GR consultants in collaboration with other internal stakeholders and functional colleagues.

·Organize and launch grassroots outreach as necessary to support causes championed by eBay.

·Integrate regional GR efforts with global GR teams in San Jose, CA and Washington DC.

·Requires regular regional and overseas travel.


·Minimum 15 plus years government relations work experience within Asia Pacific, preferably in a relevant industry: e-Commerce, Internet and Information Technology.

·Bachelor Degree level required. Postgraduate education preferred.

·A true appreciation for technology; its manifold applications, uses and future. eBay is at heart a technology company, and it is helpful to understand its uses in order to influence certain regional regulatory bodies.

·Deep knowledge of regional legislative and regulatory processes in Greater China and other key Asian markets is mandatory.

·Example of a previously successful formulation of a regionally based and relevant Government Relations strategy is of strong interest.

·Past work experience with a Western matrix-styled organization, with an understanding of how to successfully navigate through the organization to partner effectively with other business units.

·Excellent written, verbal, and negotiating skills in English and Chinese (Mandarin) preferred. Fluency in other Asian languages beneficial.

·Exemplary understanding of how to develop strong and advantageous relationships at all levels within the company in order to leverage resources to work effectively externally.

·A high level of corporate professionalism, maturity and political agility; analyze, negotiate, and influence appropriately.

·Able to work flexibly under pressure and balance multiple and competing tasks, energetic and positive.
