Asia Regional Controller – RegInsight / Local Regulatory Reporting Centralized team – Implementation Program Lead - C13/14


Job Background and Purpose:

Citi as the leading global bank is present in 100+ countries, 16 of which are in Asia. In each of these countries the Central Banks and other financial regulatory bodies require the timely and accurate reporting of prudential requirements and other monetary statistics. The Citi global platform, RegInsight, together with standard data stores helps meet the evolving regulatory reporting needs.

Citi in Asia is rolling out RegInsight for Local Regulatory Reporting (“LRR”) using a standardized and automated approach. A few Asia countries have started to implement RegInsight and more countries will follow in the years ahead.

In order to execute the implementation programs in a more efficient manner, Citi is setting up a centralized team in Asia to support the Asia country programs and the reporting processes. The centralized team members will be mostly based in Manila, with program leads based in the implementation countries or Citi shared service center locations as appropriate.

Scope of implementation program:

  • Review local regulatory reports across the region to identify common reports and set up standards for classification

  • Identify and analyze country’s critical data elements and attributes for LRR

  • Perform data quality review in particular for data coming from systems other than Genesis

  • Help to resolve data issues by interacting with multiple functions like country Finance, FRSS and Global Data Services teams

  • Liaise with country Finance SMEs, Technology colleagues of GFTS, to write LRR rules in Rule Harmony

  • Assist country’s to design and perform UAT and parallel testing

  • Support countries to implement other LRR projects e.g. Local RWA Optima RegInsight Implementation program

This position is for Implementation Lead of the Local Regulatory Reporting in Asia. This is a leadership position with accountability for any and all dependent work streams that are required for the success of this program.

Responsibilities of the Implementation Program Lead:

  • Leading, tracking and driving the progress of all work-streams (requirements, development, testing, operational readiness, data readiness, etc.) of the program

  • Monitoring actual expenses to ensure the program is managed within budget

  • Organizing and leading regular discussions with the relevant business, finance, technology and operational groups as required by any work-stream of the program

  • Regularly making presentations to the program Steering Committees and other governance committees for reporting project progress and escalating issues

  • Working closely with country Finance, Risk, Development teams, Data Center teams, Operations teams to identify and resolve all project dependencies and risks

Knowledge and Experience:

  • 10+years background in transformation projects (preferably related to financial / regulatory reporting)

  • Prior experience in financial sector is an advantage
